Mrs. Victoria Nwakuche is the National President of the Nigerian Correctional Service Officers’ Wives Association (NICOWA). A veteran in management and public relations, she holds professional affiliations (MNIM, MNIPR, MAPRA) that underscore her leadership background. As a longtime NICOWA leader (formerly Deputy National Secretary) she has helped chart the association’s strategic direction. She is also married to Mr. Sylvester Nwakuche (MFR, mni), the current Controller-General of the Nigerian Correctional Service, linking her closely to the service’s reform agenda. In her own right she is known for championing rehabilitation, empowerment and family welfare programs within the corrections community.

During International Women’s Day 2025 she led NICOWA teams to visit female inmates at Suleja and Keffi custodial centres. There she encouraged rehabilitation, urging inmates to use vocational training and education programs to transform their lives. Accompanying officers’ wives and NGOs, she donated essential supplies – rice, diapers, sanitary items and more – to support inmates and recognize the work of prison staff. She also counseled correctional officers to treat inmates with compassion, “seeing them as their own sisters and children,” and even purchased handcrafted items from inmates to encourage their skills-development. In speeches and remarks she underscores inmates’ potential for positive change, often addressing beneficiaries directly: “Now that we are setting you free, don’t do anything that will bring you back [to prison] again,” she told recently pardoned inmates, urging them to become better citizens.
Rehabilitation Focus: Mrs. Nwakuche uses high-profile visits to champion inmate reform. For example, in March 2025 she urged Suleja inmates to embrace rehabilitation, taking advantage of available programs (coinciding with Ramadan/Lent observances). She paired this advocacy with material support – donating food, toiletries and other necessities – to meet inmates’ basic needs and encourage them in skills-training.
Decongestion & Amnesty: Under her watch, NICOWA has actively worked to decongest overcrowded prisons. In collaboration with the Sisters of Virtue NGO, she organized the payment of fines and compensation for selected good-behaving inmates. This effort freed five male prisoners at Keffi Medium Custodial Centre in March 2025 Mrs. Nwakuche explained that NICOWA “decided to boost the government’s effort at decongesting custodial centres by securing the release of five inmates,” chosen primarily for exemplary behavior. In addressing those beneficiaries, she urged them to live responsibly and “not go back to crime,” underscoring NICOWA’s role in promoting citizen reintegration.
Member Empowerment: Even beyond inmate programs, Mrs. Nwakuche has advanced NICOWA’s mission to improve officers’ families’ well-being.
